Minutes of the Planning Committee Meeting of 30th September 2008 held at 7.30 pm. in the Reading Room Buxted.    

 

 

Present: Cllrs. Sheard (Chairman), Chalmers, Crowe, Dopson, Harding, and Warner.

 

Also in attendance Cllr Treacher and Clerk to Buxted Parish Council B Macklen

1.

Apologies: Apologies were received and accepted from Cllrs. Rose and Wealden District Councillor Buck.

 

2.

Minutes: The minutes of the meeting of 9th September 2008 were approved and signed as a correct record by the Chairman.

 

3.

Declaration of Members Interests in respect of items on this agenda

Cllr. Crowe declared a personal interest in respect of planning application WD/2008/1873/F Abbotswood House, Limes Lane, Buxted by being a neighbour to the site.

 

Cllrs. Chalmers and Warner declared a personal interest in respect of planning application WD/2008/2273/F Half Anker, Nan Tucks Lane, Buxted by being a acquaintance of the applicant

 

Cllr. Sheard declared a personal interest in respect of planning application WD/2008/2421/F Medleys Cottage, Chillies Lane, High Hurstwood as the site can be viewed from his farm.

 

Cllr. Sheard declared a personal interest in respect of planning application WD/2008/2428/F Rocks House, Rocks Lane, High Hurstwood as a family member is a neighbour of the site.

 

Cllr. Treacher declared a personal interest in respect of planning application WD/2728/CC High Hurstwood C of E School by being the Parish Council’s representative School Governor at High Hurstwood School.

Planning Applications

 

Application No. WD/2008/1873/F

Location: Abbotswood House, Limes Lane, Buxted

Description: Change of use of redundant tennis court to private menege

Applicant: Mr W White

Agent: Mr W White

No objection subject to conditions to prohibit the use of lighting; menege should be for private use only, no commercial usage; and there should be no entrance from/to the menege onto Limes Lane or track north east of the site.

 

Application No. WD/2008/2273/F

Location: Half Anker, Nan Tucks Lane, Buxted

Description: Single storey extension

Applicant: Mr M Harvey & Miss D Hutt

Application No. WD/2008/2421/F

Location: Medleys Cottage, Chillies Lane, High Hurstwood

Description: Proposed ground floor extension.  New first floor feature gable dormer.

Application No. WD/2008/2426/F

Location: Homestead Cottage, Hurstwood Road, High Hurstwood

Description: Proposed part single part two storey rear extension

Applicant: Mr Downs

Agent: Challinor Hall Associates

Object.  The Parish Council considers the proposed extension, having regard to its significant scale, bulk, massing and design, would represent a disproportionate, over dominant and excessive addition to this modest dwelling, to the detriment of its existing character and appearance.

 

The Parish Council notes that the application does not clearly show the impact of the proposed new extension on the existing curtilage which appears to be overlapping the area subject to a retrospective application to increase the existing residential cartilage. 

 

The proposed new extension creates overlooking of the neighbouring property by virtue of the window to the assumed lobby area to the first floor.  If Wealden District Council are minded to approve the application, this window should be removed and replaced with a velux window to prevent overlooking. 

 

It is also regrettable that an extension of the size proposed would lead to the loss of another small property in High Hurstwood and would cause the unbalancing of a row of what were originally farm worker cottages providing low cost housing to local people.

 

The Parish Council would also draw the attention of Wealden District Council to the proposed decking and request the any impact to the neighbouring property is considered.

 

Application No. WD/2008/2428/F

Location: Rocks House, Rocks Lane, High Hurstwood

Description: Two storey side and rear extensions (re-submission of refused application WD/2008/0705/F)

Applicant: Mrs M Hillyar

Agent: M E Cassam Associates

No objection.  The Parish Council note the reasons for refusal of the previous application and having revisited the site are satisfied with the proposed amendments to the scheme.

 

Application No. WD/2008/2449/F

Location: Land adjoining 1 Homestead Cottages, Hurstwood Road, High Hurstwood

Description: Retrospective change of use of land to residential curtilage

Applicant: Mrs Downs

Agent: Challinor Hall Associates

Object to the extension of the existing curtilage which  would constitute an unwarranted encroachment of residential development into the countryside detrimentally impacting upon the rural landscape character.  It is also regrettable that the existing original mixed hedgerow has been removed.

 

 

 

 

Application No. WD/2728/CC

Location: High Hurstwood C of E School

Description: Phase 2 development of High Hurstwood C of E Primary school, incorporating extension for Reception class, New main hall and kitchen, with further resource and group room on the first floor.  Existing hall accommodation to be converted for administration facilities.

Applicant: East Sussex County Council, Children’s Services

Agent: Mackellar Schwerdt Architects – Mr S George

No objection to the proposals, but wish it to be noted that any external lighting should be limited to that necessary for health and safety requirements and should be down-lighting with either a timer switch or controlled timing as High Hurstwood has a no lighting policy.

Any other matters properly notified

 

The Committee considered a report in a national newspaper and requested that the Clerk clarify new planning legislation with Wealden District Council in order that this can be properly reported and clarified to the community within the next publication of the Community Voice in December.

 

The Clerk was asked to investigate rules and restrictions regarding the landing of helicopters both on public and private land and report back to Members.

 

Standing Orders were briefly suspended and public excluded to allow for the Parish Council to discuss matters relating to incidents which have recently occurred in Buxted which would involve the likely disclosure of exempt information relating to private individuals as defined in paragraphs 1 and 2 of Part 1 of Schedule 12A of the Local Government Act 1972 Section 100(A)(4).  The Clerk was asked to contact Wealden District Council and East Sussex County Council to establish ownership details of the discussed land in order to help resolve the situation as quickly as possible.
