Minutes of the Planning Committee Meeting of 29th July 2008 held at 7.30 pm. in the Reading Room Buxted.    

 

 

Present: Cllrs. Sheard (Chairman), Chalmers, Coxon, Crowe, Dopson, Harding, Rose, and Warner.

 

Also in attendance were Councillors Downing and Treacher, Wealden District Councillor N Buck and B Macklen, Clerk to Buxted Parish Council

Apologies: Apologies were received and accepted from Cllr. J Rose

Minutes: The minutes of the meeting of 8th July were approved and signed as a correct record by the Chairman

Declaration of Members Interests in respect of items on this agenda

Cllr. A Crowe declared a prejudicial interest in respect of planning application WD/2008/1735/F for Old Popeswood Cottage, Limes Lane by being the applicant for the application, and left the meeting during consideration of this item.

 

Cllrs. Sheard, Chalmers, Coxon, Dopson, Harding, Rose, Warner, Downing and Treacher declared a personal interest in respect of planning application WD/2008/1735/F for Old Popeswood Cottage, Limes Lane, Buxted by virtue of the applicant being the Chairman of Buxted Parish Council.  They all remained in the meeting room during consideration of this item.

WD/2008/1735/F

Location: Old Popeswood Cottage, Limes Lane, Buxted

Description: Removal of single storey extension to south elevation. Construction of two storey extension to south elevation.

Applicant: Ms A Crowe

Agent: Lazenby Tetley

No objection

Following consideration of the above item, Cllr Crowe returned to the meeting room.

 

WD/2008/1752/F

Location: The Oast House, Church Road, Buxted

Description: Construction of a car barn with log store

Applicant: Mrs M Padley

Agent: Mr C P Miles

No objection in principle subject to an amendment to the application to incorporate the proposed extension of the driveway within the domestic curtilage of The Oast House. This area of land currently falls outside the domestic curtilage of the property.

 

Buxted Parish Council would also draw attention to the applicant’s intention to include the agricultural field area adjacent to Great Totease Farm within the domestic curtilage of the Oast House, with the intent of incorporating the area into additional garden space. The Parish Council would expect that a further planning application for this intent to be forthcoming.

Location: Old Hall Cottage, Chillies Lane, High Hurstwood

Description: Installation to locate five solar thermal collectors

WD/2008/1747/O

Location: 34 & 36 Gordon Road, Buxted

Description: Demolition of two derelict industrial units and the construction of four terraced houses

Applicant: The Trustees of the Wallis Pension Fund

Agent: JJ Hatfield & Co Ltd

Buxted Parish Council has no objections in principle to this development, but would prefer to see optimum usage of the site to allow for some affordable housing to be included.  Given the successful redevelopment of 22 and 24 Gordon Road, it is considered that space available could accommodate five small dwellings thus allowing allocation of one for affordable use.  In any development a key requirement of this site will be to ensure sufficient off road parking and space for domestic refuse storage and collection given its location and parking and manoeuvring issues in the vicinity.

 

WD/2008/1601/F

Location: Fairview, Framfield Road, Buxted

Description: Residential two storey side extension

Applicant: Miss T Wolfe

Agent: AYH Sussex

Object.  Notwithstanding the reductions in ridge height and volume, on reconsideration Buxted Parish Council agrees with the previous reason for refusal by Wealden District Council and consider the reason remains applicable to this application. The proposal by reason of its inappropriate size, design and character is not sensitive to its place and surroundings on such an exposed and rural site well outside the development boundary. The Parish Council would wish the applicants to be directed towards the Wealden District Council Design Guide.

 

WD/2008/1913/F

Location: Coxbrook, Chillies Lane, High Hurstwood

Description: Two storey side and rear extension to existing house together with enlarged replacement double height bay window and alteration to internal arrangement.

Applicant: Mr Lane & Mrs Franks

Agent: Stephen Langer Associates

Object.  Notwithstanding the reductions in bulk and roof height of the proposed extension, Buxted Parish Council, on reconsideration, support Wealden District Council’s previous refusal and consider these reasons remain relevant for this application. Coxbrook is an extremely visible property on high ground at the entrance to the village of High Hurstwood and therefore it is considered that the design and scale of the current proposals are out of keeping and would overwhelm the modest character of this stone house within its rural setting in the AONB.

 

WD/2008/1925/F

Location: The Hurst, Burnt Oak Road, High Hurstwood

Description: Demolition of existing flat roof double garage and replacement with new on same footprint and with games/storage room over under pitched roof to match house

Applicant: M P Von –Hinton
