At the first public meeting we invited those present to help get the ball rolling by simply brainstorming
some of the issues on flip charts around the room

Below is the result

BUXTED PARISH PLAN – OUTPUTS OF PUBLIC MEETING OF 26 NOVEMBER 2003

THEME:

1. HOUSING DEVELOPMENT

CURRENT ISSUES:

1

What is the identified need?

2

What about water, sewage, schools and doctors surgeries for the new housing?

3

High Hurstwood is now close to rural suburbia – if we want a ‘balanced’ community we must have secure affordable housing.

HH

4

Development only after facilities available

5

Facilities needed – roads, sewers, electricity supply, transport, pavements, road maintenance.

6

New developments are all very well, but in large numbers they are going to result in more traffic on the High Street and spoil the rural views that make our village so beautiful.

B

7

People choose to live in a place they like, not one they want to change greatly

8

Already overloaded sewer through Five Ash Down

FAD

9

No developments behind The Buxted Inn that would cause further flooding to houses at bottom of hill

B

10

No more desecration of other housing property in favour of new build. Limit new housing to infill only. Certainly no 80 houses behind the pub.

B

11

Impact on traffic and whole character of village

12

If more houses are needed in the villages they should and must be affordable

13

No development at Five Ash Down on proposed site

FAD

14

Villages must not be made into towns without amenities, accessibility or infrastructure

15

Development must be matched with water/ sewerage capability

16

Why so many planning applications in High Hurstwood to convert farm buildings into B1/ B2 usage? Dangerous precedent is being made. Rural living at great risk of being swamped and ruined for all time by rapid urbanisation.

HH

17

More development in High Hurstwood entails increase in traffic. Infrastructure of country lanes totally unsuitable to cope. Only time before walker, rider, cyclist seriously injured or killed.

HH

THEME:

1. HOUSING DEVELOPMENT

POSSIBLE SOLUTIONS:

1

Can we not spend some time & money to do up some derelict buildings?

2

Insist that housing development includes additional facilities, the only efficient way to fund improvements

3

We need facilities in place before development. Doctor’s surgery – could they cope?

B

4

Some low cost housing is no doubt a need

5

No more ‘executive’ homes in the High Street

B

6

Produce a development control plan from Parish point of view

7

Use the action plan to outline agreed, formal planning document and policy

8

Any development, new or old, both built and unbuilt, should be in keeping with the existing rural environment

9

More affordable housing

10

No to 500 houses at Bird in Eye

impact on B

11

Uckfield houses – build them on the A22 side of Uckfield

impact on B

12

A need for low cost houses in High Hurstwood – youngsters brought up in the village want to stay and come back – and can’t

HH

THEME:

2. LEISURE

CURRENT ISSUES:

1

We need more and far better sports / leisure facilities for the young who can’t drive out of village

2

More publicity needed for the many leisure activities already in Buxted (included in any newsletters put out by Parish Council?)

see Theme 3 Community Facilities & Communication

3

Plenty of existing choice for above teenage, teenagers needs should be met in part by teenage self help

THEME:

2. LEISURE

POSSIBLE SOLUTIONS:

1

Free regular parish or community newsletter to everyone (2 monthly?)

see Theme 3 Community Facilities & Communication

2

Better meeting hall e.g. community centre

B

3

Expand Buxted Messenger and deliver free to all homes (as Hadlow Down)

see Theme 3 Community Facilities & Communication

4

New Scout hut on Ionides land

B

5

A floodlit all weather sports facility

6

Youth Club in High Hurstwood

HH

7

Purpose pre-school facility / after school care

8

We need greater communication between youth leaders/ group leaders (choir, brownies, cubs, etc.) also may lead to joint projects!

9

Help and training

10

A swimming pool

B

11

What happened to the proposal for a Post Office?

B

THEME:

3. COMMUNITY FACILITIES/ COMMUNICATION

also see Theme 2 Leisure and Theme 4 Business & Employment

POSSIBLE SOLUTIONS:

1

Must have a Post Office

B

2

Community centre to replace Reading Room (including medical centre)

B

3

Paper/ letter to promote village activity giving dates etc.

4

Build village hall on Ionides land, give Reading Room land to surgery for expansion

B

5

Parish newsletter - regular

6

Use the Reading Room for our ‘tiny’ surgery & give us a nice, big, bright village hall so our youth can start having a youth group again

B

7

Have a bank and a Post Office again

B

8

Parish Council to co-ordinate an anti Council Tax protest group

9

Larger surgery, new village hall – knock down current village hall, extend surgery to village hall site, use Ionides Trust land to build new hall and build new school on Ionides land and reduce morning and afternoon traffic

B

10

Post Office Buxted

B

11

Transport facilities for elderly people / access to public services for housebound people

HH

12

Village hall multipurpose

B

13

Village hall does not need to be larger overall, but it does need a larger stage and another good sized dressing room/ green room

B

THEME:

4. BUSINESS & EMPLOYMENT

CURRENT ISSUES:

1

Need more work in the village

2

HHW – AONB should be retained – no business in HHW

HH

3

Post Office

4

Industry should be focused in locations that have the appropriate access and infrastructure

5

Industry should be focused in locations that have the appropriate access and infrastructure – I second that very strongly as regards High Hurstwood, no sustainability

HH

6

Shop open after work hours – few people who work longer hours like to support local services

7

No awareness of people’s businesses locally, maybe using builders, gardeners, music teachers et. fro outside when they are available in the villages

THEME:

4. BUSINESS & EMPLOYMENT

POSSIBLE SOLUTIONS:

1

Make land available for factories

2

Broadband might encourage more home working and lessen traffic

3

Perhaps a Tesco superstore in Buxted would provide a considerable village upgrade – roads etc.

B

4

A newsletter or periodical containing local contacts so that we can support local people and business

see Theme 3 Community Facilities & Communication

5

Post Office re-opened – restricted hours or in the pub?

B

6

Business rates should be related to turnover and not rateable floor space

10

Prevent rat running down Nursery Lane caused by traffic congestion at Budletts junction

FAD

11

Traffic calming for Rocks Lane High Hurstwood, Burnt Oak Lane as far as Grovehurst Farm, Hurstwood Road from pub to Rocks Lane junction

HH

12

With restricting speed in village include Limes Lane & Framfield Road so not to create rat runs

13

What is a policeman?

14

Lack of visible policing

15

Police are becoming part of the problem rather than part of the solution due to the impact of the political correctness lobby

16

Where’s the village bobby gone?

17

Police presence

18

Four hour response to burglary is not acceptable

19
